I also forward copies of the local
Hansard containing reports of the meetings of the Legis-
-lative Council held on the 15th. and 29th. September, and
6th. October when the Estimates were considered. On the
first of these dates I introduced the Budget with an
explanation of the financial position of the Colony and of
the more important increases and decreases in revenue and
expenditure. On the 29th. September the proposals of the
Goverment were criticised, and speeches were made by
three Unofficial Members of Council, to whom the Director
of Public Works and I replied. In order to furnish Un-
-official Members with the fullest information on the
subject of increases in establishments to which Mr. E. A.
Hewett had referred in his remarks on the second reading, I
had prepared the supplementary statement attached to the
detailed Abstract enclosed.
Your Lordship will observe that
while Mr. Hewett did not object to any specific item of
increase in the discussion which took place in Committee

he expressed the opinion that "on broad lines the working
of the Government is extravagant and that no facts or
figures would convince him that money is not being wasted
on Public Works and in various other Departments, but
